Looking for rotating proxies

I'm looking for rotating proxies with a few minimum requirements,

Access IPs/Ports = 5000+
Pool size = 200,000+
Rotation per ip/port = 5 Minutes

I've used multiple services that provide such proxies, however a lot of these services have recently lost pool size and refuse to admit it, charging the same price for upto 50% less results..

I don't want a service that will continuously recycle the same proxies either, each rotation must be a new unique IP until it has reached the end of it's current uptime pool and then of course I'd expect it to recycle previously used proxies.. but a lot of services are continuously recycling the same proxies and it's becoming ridiculous, if I wanted to purchase 1000 of the same proxies I would for a lot cheaper.

You have raised a very valid point here. Most of the proxy providers claiming 'new IP on every request' just recycle the IP from one port to another or you get the same IP after X minutes.

Have you tried luminati though? They are pretty legit
