Looking for Part/Full time Video Editor

Looking for Part/Full time Video Editor at $1.5-2 an hour who can create cinematic style videos. Must have decent video editing skills and be able to understand English at a level where I can explain what needs to be edited without confusion. Also, a good enough internet connection or method to edit/download raw footage (Pro Res content)
