have you checked the proxies for sale section? ipfreely, sslprivateproxies and a bunch of others have proxies specifically for instagram

not sure if anybody offer this as a package, you can buy (PVA) instagram accounts and proxies separately on the marketplace here, no set up is needed

or what do you mean by set up? do you already have the ig accs and you're looking for somebody who would help you set those up with proxies in a software?
