My initial thought is that he’s using something like serpclix ...though he also mentioned Google ad network is involved along with maybe Google sheets? Also used the phrase “link injecting” though I don’t see any evidence of Backlinks via semrush.

He also made mention of some URLs he has “force ranked” up higher?r

I’d be grateful for any theories on actual execution. Pricing is $6-10k /month swehich feels steep and I’m trying to get my head around actual value.

Any thoughts are much appreciated!

He may just use python script to automate multiple page insertions in accordance to the Google guidelines. These keywords will be then fed to serpclix probably. Link injection is done by hackers lol, may be he will inject good links

How you're getting your money back if he fails to rank & refuses to refund? basically, be aware of scams,

Also, there's nothing like some "secret method" when it comes to SEO, it's plain simple, he'll be building links,
And the fact he's refusing to showcase the type/number of links he's building shows the lack of transparency,

So, he's either trying to scam you, overselling certain links,
Or/and building spammy/hacked links that will work for a while & get you penalized afterward, making a profit as long as it lasts,

You can go for the deal as long as you're willing to risk/lose the money,
But, I can tell blindly that's someone I would completely avoid to deal with for any services
