Is there anyone here who has experience resolving Google Ads disapproved ads, especially related to destination URL issues?

The ads get disapproved when client add UTM parameters, as the destination URL is an affiliate link.

Looking for someone who can help fix this in a policy-compliant way (tracking setup, redirects, or proper URL structure).

You should run ads to your own domain and then direct traffic from there to the affiliate link.

are you running GH or BH?
if yes, you can't use GTM cuz it helps Google detect you violate policy more easily even you use cloaking.

so if you are running GH BH, you shouldn't add GTM to your page, forget about Google advice in your ads about tracking.
