Depends on what sort of actions you are trying to automate. Unless you have a very strong budget, I'd suggest sticking to pre-built bots and infrastructures as you'll likely end up wasting your money on an underqualified dev who thought IG automation can executed properly with Selenium. You want to work exclusively with APIs to do your botting, everything else will kill your accounts and take up too many resources to scale accordingly.

You either spend money or time, if you are short on money spend enough time to look for publically availaible automation, learn some RPA Tools and you can do it. But note that things take time, and that is why there are services for different purposes

Fiverr guys can't create efficient bot for instagram, it takes high quality devs who are experienced with IG to make those and fiverr guys are not that pros and experienced.

Yes, they will do the work but not as efficient as paid ones or services ofc. For some, convenience and time saving is more important than spending a few $$

Most of the time yes but it depends, many sellers first sell cheap to get reviews then increase their prices later. It's possible but hard to find quality sellers selling at decent prices
