Looking for a web designer for a small gig (php)

Hey guys, I'm thinking of launching a game torrent website (a simplistic version). Basically it is an easy way of downloading game torrents without browsing through tracker websites. Anyway, im just looking for someone who has some experience with this and could estimate a price for one, cause I im not an expert in IM or web design and my budget is tight. Feel free to PM me or leave some comments with your approximate estimations of some of the simplistic versions of such websites. Just looking to get into this and hoping to hear some advice from people who know about this stuff.
