Looking for a good platform for sound related application

Hello all, I am looking for a good platform for building sound related application like music player, video player, video cutter etc. I want to know which platform will provide flexibility, easy to code, user friendly interface where i can work with acoustic fingerprint or binary file of any mp3,aac,wav. if anyone can suggest a good platform or have experience with this kind of work please share a bit. I want to talk with them who worked in building music apps. Thanks in advance..
