What are the long term risks of using black hat SEO techniques, and situations where they provide a strategic advantage?

Depending on your techniques, you could be deindexed, punished or somehow penalized by Google and other search engines.
 
The risks are exactly the same as for having any website in the current climate. You're just more likely to trigger them if you push things too far with BH SEO. The advantages are pretty self explanatory - income.
 
Google can deindex your website. A famous website by a famous blogger blogging.org is a good example for this. I m not sure why that website got deindexed but it was a famous resource when there was not enough information available on blogging around 10 years back. Now it is deindexed. There are news articles on that website now.
 
With blackhat SEO, a website can be de-ranked suddenly at any time, get penalties from search engines, some of which could even be permanent penalties. Certain blackhat tactics may even result in a ban of the website from Google.
 
Your site could be deindexed by google, which is why I recommend not relying solely on black hat SEO. Instead, focus on building natural backlinks.
 
1. White hat doesn't exist - I haven't known anyone who doesn't trick the system.
