If I want location specific traffic/audience should I post ads on local online listing websites?
Is it a good idea is there any chances to get banned from your affiliate network ?

Sure, local websites will be better.
If domain contains geo - it's perfect for the optimisation

Local would get you alot more targetted. Listing sites like craigslist have geo locations by state and even city.
