Is it not possible to get a mail forwarding service in the area, use that address all over Google and then when the site ranks, advertise legit local businesses? It should work as long as you can secure a physical address in order to get the pin card from G

Hello Haz,
You can also rank your site without niche. Just do local link building i.e. if you are from Australia made links in .com.au website this enhance your local ranking as well as these enhance your local google business page.
