Local SEO expert required

I am new to BHW and am looking for some help...

I am looking for a SEO expert who can help optimize 17 google locals to the top of the pack 3 results. All locals have a decent number of reviews (around 1000 reviews over all locals) but some of them are still not visible in the 3 pack.

We are a company that is expanding rapidly but need better viability for 17 different locations for 5 keyword phrases per local.

We require someone who would class themselves as an expert....and someone that would be able to commit to getting results.
