Can I approach small business to update their Gmb photos and Information without verification and charge them 20-30 Dollars ( I'm a student) and reside in India where local businesses are not aware of listings and it can improve their leads
 
Hard task - you need to gain access to their gmb first. But you can ask them to manage their gmb monthly with guarantee ranking improvement, wich will realy happen just with few photos and more info. It is not just in India - it is world wide.

It's not worthy. Indian clients don't pay easily. Instead, they will google first about your offer and do it themself.

Agreed to this fact though still you may find some good clients who concentrates on their own business than becoming jack of all trades.

They can invite you to manage their GMB through your email.

That's how I do it and it works.
 
This is no new idea, but yes India still has many untapped market, especially if you approach businesses in non-metro cities/towns.
