Local Ranking, What To Do?

Please Advice, I want to rank for a local exam (keyword) that is been done only in my country, anyone know anything about local ranking, or anyone with any eBook/article to read on this, I will prefer a Black-hat method as I just want to rank for a short time ( just the exam registration and ending period)
