Local or National Blog Content?

When writing content for local service-based businesses, is it better to focus on writing content specific to the area or to do a mix of it all?

For example, a roofing business in Virginia. Here are a couple of example topics that are relevant:

Homeowner's Guide To Going Solar
Pros and Cons of a Tile Roof

Is it better to keep it generic like that, or to write specifically for the area like:
Virginia Homeowner's Guide To Going Solar
Pros and Cons of a Tile Roof in Virginia

These are just rough examples but I guess I want to know if google connects the dots with you being a local service business or if you really have to get that granular?
 
On the State/Region/Local, the competition is lower. On the National/WorldWide, you'll deal with tough competitors.

Yeah I figure as much. So for a service based business, local traffic is really all that matters. At the end of the day, it's leads that mean the most. But I'm curious if you write a ton of local keyword content, does it come off as spammy to Google or does it actually help? (i.e every post pertaining to Virginia, or Richmond, etc.)

If you keep it clean (avoid kw stuffing, etc), you should be fine. Read my comment here and adapt to your needs.
