I just wanted your opinions on something...

I'm not the most tech savvy person in the world and the internet is crowded with geniuses. That's just what I've observed so far. But my local area isn't...

Would it be a good idea to approach local business with SEO services but just outsource them until I'm able to do it myself? Just as a starting point. I doubt they know about blackhatworld. If so, What would a basic package look like?

Advertise on BHW
It's a nice way to start and grow an offline business. There have been several threads on making money doing exactly that in the past here.
Just be sure those outsourcers deliverables achieve the results you're selling to your customers.
