If the target domain is brand new I would not 301 to it immediately.

In fact, your penalized domain is toxic right now, you could redirect it to your main competitor. J/K don't do that.

Dump the domain and move on...instead of trying to rescue, you may as well apply that effort on a new project with a tweaked strategy. Trying to rescue a slapped domain is on most occasions is a complete waste of effort.
