I think free hosting such as Awardspace are better than these.
Free hosting providers do not have any liability and they can close your website any time due to any reason. Free hosting is good for testing and learning purpose but for a serious website, or a website which will have impact on your money website, you should never choose free hosting.

Adding unoEuro.com to the list. First year will cost you around 30$ (setup, first 12 months, domain) but then you'll just pay 1$ per month with free SSL, unlimited subdomains...
Been using them the last 3 months and used WebXen for years. Can strongly recommend unoEuro if you can spend some more bucks. (p.s. they are not a reseller and have their datacenter in Copenhagen)

This "uptime 99.99%" is kind of BS. There can be so many unplanned things that happen, that you never really can guarantee a percantage. Any good host tries to have 100% uptime.

You are right, it is normal to have some minor down times with such low priced hosts. I always suggest my clients to keep regular backups of their websites to stay safe in any case.

I think for PBN site, cheap hosting is fine.
Google penalize slow sites and also downtime, cheap host overcrow their servers, which mean, slow service.

Cheap doesn't mean always downtime and too slow. Few hosts is managing it perfectly. Google don't ban the domain for slow loading.
Yes, cheap mean overcrowded servers and that mean slow and downtime. And Google do not ban, but do penalize on ranking.
