I don't agree with this. I have been with Hosthex.com for more than a year and never faced any major issues. I can't imagine that any of these hosts who provide such low rates will own their own servers. They mostly resell from large companies which make them reliable. But yes, support is really very late. You will get a reply after 6 to 12 hours normally.
But still, keeping backup is always recommended even if you are buying from largest webhosting company.

What is the uptime ratio by the way ? in year 2014 I bought 3 year hosting plan for 24$ per annum, but their uptime ratio is very bad. site goes down for more than 2 times daily for 10 to 20 minutes. sites are simple Wordpress blog sites.

Don't go for hosting services which are less than $15 a year
These are fine for those who want to create their own PBN. If you are going to buy them for sending emails, then don't do it. Hosting is fine and reliable. Never had any major issue with any of these. But I always do regular backups of my sites.
