Links from other language is good or bad, we can't predict. Because it mostly depends on type of links or website Where it comes. If Links are relevant and quality, It gives more benefit to customers. But in Google point of view, it doesn't help users so Google and even other search engines discourage those things. I think it mains purpose to satisfy customer.

Connections from other language is positive or negative, we can't foresee. Since it generally relies upon kind of connections or site Where it comes. On the off chance that Links are significant and quality, It gives more advantage to clients. Yet, in Google perspective, it doesn't assist clients with googling and surprisingly other web crawlers debilitate those things.
