Great post. It's interesting that i just thought about the same strategy and i'm working on creating a PBN for my local markets, i will do it a bit differently but i'm glad i was not the only one that thought about creating individual social media pages for each website and engaging the public like they were "real" sites.
I started such strategy a year ago, I got about 40 pbn natural sites (expiring domains, high TF, no spam links), put on different servers (no SEO hostings), with hidden whois data, put content on them similar to my niche and then linked to my webpage from articles, sidebars, images with my main keywords in different configurations and I must tell you: unfertunatelly I haven't found such big impact and grow in rankings. My keywords are the English ones, but the niche is not a high competitive (it is not very low too). I have also many good backlinks from another sites and: before my PBN I was 30-60, after my PBH links launched: I am 30-60 in SERPSwell done.
I just searched for one of the most expensive search terms in a foreign language. It's related to movie downloads.
The #1 to #3 results are a PBN, owned by the same people. All domains with fake names and hosted where DMCA is ignored.
This is the almighty high quality Google update the guru blogs have been rallying about.
If you do everything 100% white hat you get beat by this sort of thing.
By the time Google gets to this PBN the domains are 8 years old, so they've made enough money by now.
This is the reality of the WWW with Google playing link Sheriff.
Do you think it is better to put a content about cars on a page that was about cars and put there a link to completely different niche rather than put a content there related to your niche and then a link?
You wrote your first post yesterday and you are writing about your plans: Are you sure you strategy will work? You might say I made a mistake in some of my PBN sites (in some, because in other I I did as you write), but it does not explain why there are completetly no results. In my opinion if you buy 40 expired domains, even with good TF/CF, with RD30+ and make all those angles you write, your rankings will not jump so much. From my humble observations, you need at least 100 PBN sites in order to really go to 1-3# in most niches, which are profitable (so not very low competition niches). Of course I don't know your niche and you don't know mine, so my thoughts are general, but I want to show you my point.
I am not saying that you are new. I am saying that you wrote yesterday your initial post in this topic with your plans and mentioned 40 pbn sites as enought number to be 1-3#. I agree with all what you wrote but from my experience 40 average expired domains not 100% related to your niche is not enough to make 1-3# in average niche.

Can you elaborate about the AVG Ratio for incoming links?
Is there a link diversity ratio?
am sorry, i didnt judge you,I never ever read anything or heard of that guy before. But what I meant by cluster is simply another network that is only used to link out to web2.0s and not to money sites.
If any problems arises, I simply change the web2.0s content or remove the link from the cluster network.
