Link wheeling and Link building

I am not expert in SEO yet.Just learning and enjoying a lot....But,I am not understanding what is the basic difference of Link wheeling and Link building?

Just take a linkwheel and instead of linking the spokes together in a perfect loop, interlink them randomly and it's an effective method.

SEO has some small nuances.
 
In a linkwheel you basically interlink the sites that are linking back to your site.
 
I hope that you are fimiliar with link building, now link wheel is something like wheel of backlinks that are linked to one another i.e every content/article of that particular link contain another link to the same site, and so on in the form that last link contain first link so that the circle goes on. Normally wheel of 7 to 8 link are built. I hope this info will help you.

I read that link wheels will hurt you now, Why is this? Is it because people use the same content over and over again? or is it something deeper? it seems to me you could legitimately end up with a link wheel on accident, promoting your site, and another site, who happens to do the same.
