any type of link can work if it's used properly, you don't have to use PBNs specifically. There are lots of guest posts, for example that link out to casino / gambling sites, so you can use those if you want..
And, like I said, any other type of link (blog comments, article directory, link directory, PDF links, .edu links, web 2.0s, niche edits, bookmarks, profile links, etc...) all of these can be used for any niche, not just for gambling niches. The problem is that they're not powerful enough to rank your site by themselves, so you'll have to use them as tier 2 / tier 3 links to boost the tier 1 links (PBNs, guest posts, niche edits, quality .edu links, etc.)

You can write guest posts on sites that has a lot of traffic with good metrics. This will help you a lot.

There are many tools are available to find sites with good metrics. For example as you said like Semrush and Ahrefs, Majestic, Moz etc.
