Leupay shutdown my account

Hello everyone, in recent years, E-Money institutions have been transitioning to EU only userbase, my last resort was leupay, but they just terminated my account for the same reason and sent me an email today,
Why are these services shutting down their services to the rest of the world like that? it's getting harder every year for someone from a third country like me to get access to proper banking for internet marketing purposes.
Very few services offer a visa card (to be able to withdraw money from paypal), and most of them aren't offered to outside the EU, do you have any suggestions for me as to what service should i get next?
It should offer a visa card at least with acceptable limits and fees, and a few currencies support.

I heard of paysera lately, but they only accept a passeport as a forme of identification, and i don't have one right now, and they're based in EU, so i think they might do the same soon and terminate all no EU accounts
 
Paysera is also available for Euro countries only , they used to work worldwide but that was a year ago
 
That they no longer offer their service to people outside the EU
 
Before using any sort of money service always make sure that they are licensed to operate where you live. Who they offer to doesn't matter if they can be shutdown in your country by the authorities for the lack of a license(s).
 
My country isnt the reason, the problem is that most of them are becoming EU only i dont know why is that, and im looking for an alternative right now
 
any suggestions please?
