Nope. For the close family members, I would tell them, and (depending on how much I won), I would give them a part. But not cash to throw away or assets (cars, whatever). I would offer something like on the milestones principle, through individual funds - and with fixed amount of $$$:
For the young ones: Finish the college and I'll give you $10k (or whatever). Open the x business (the young one have to bring the business plan, to be analyzed), and I will give you a good start.
For the older ones: Pay some of their old debts (within X amount of money, to avoid paying later fees). Before that, they have to sign a contract with me, where to stipulate that they will take a money management course (chosen by both of us), to avoid getting in trouble again in the future. After that, I would also pay medical bills, where is the case and, same as above, give them X amount of money, to open a small business.
In the friends's case: Friends and money = water and oil.
