Nope. For the close family members, I would tell them, and (depending on how much I won), I would give them a part. But not cash to throw away or assets (cars, whatever). I would offer something like on the milestones principle, through individual funds - and with fixed amount of $$$:
For the young ones: Finish the college and I'll give you $10k (or whatever). Open the x business (the young one have to bring the business plan, to be analyzed), and I will give you a good start.
For the older ones: Pay some of their old debts (within X amount of money, to avoid paying later fees). Before that, they have to sign a contract with me, where to stipulate that they will take a money management course (chosen by both of us), to avoid getting in trouble again in the future. After that, I would also pay medical bills, where is the case and, same as above, give them X amount of money, to open a small business.
In the friends's case: Friends and money = water and oil.

Is there a tax in Sweden? In my country there's 40%, so, even if I win big, I'll end up with pennies.
As a matter of fact I've played each time this year and I will continue to do so until next year. So far, I've won 2 times, but... pennies.

No there is no tax on random chance games like lotto, horses, fotball and so on. There is also no taxes on money being gifted to others or by others.

Even if I have to tell them, it will come with a disclaimer that they're getting nothing. Only parents would be an exception.
