Landing pages for every US City Needed

Hello.
I would like to setup a Wordpress a new blog.
I would like to target specific KEYWORDS in Georgraphic Locations...

So lets use the example keyword as: Engineering

What i would like to do is create a landing page for every US City - with the term Engineering
- What is the best way for me to do this?
The content on each page would be the same apart from the KEYWORDS would change and the H1 tag should change.

Is there an automated way i can do this with lots of different keywords and citys?

Can anyone help create these?
