Lets say i found a kw with 100k-1m monthly searches and google keyword planner marked it as low competition , 0.75 suggested adword bid. What should be next step? Observing SERP for that keyword and determining manually how "good" 1st page sites are? Keyword isn't commercial query, however it is targeting specific population that is easily profiled.

asuming that you want to rank for that kw organic, the first thing you have to realize is that the competition level in google keywordplanner is only for adwords not the organic serp, and therefore you should check the competition manually or by any tool you wish but most important thing is keyword planner doesn't say anything about the level of competition for the organic serps

i am checking top sites as we speak. They are nothing special. Keyword is not in english , i guess that local seo is easier than english one

Careful! The "low competition" in KWP only means there are not many Adwords advertisers and/or the bids are low. It has nothing to do with how difficult is it to rank the kwd organically.

In fact, low competition numbers usually indicate keywords that don't convert well or kwds that are difficult to monetize.

Also, from experience, you can safely assume that most kwds with 1M search volume are heavily SEO-ed.

If you are after organic rankings, you need to do a thorough competition analysis on the top organic results.

I'm noob in SEO, i was using social media traffic so far, and decided to try something new.
Now it makes sense. Low adword competetion because query is not "buy"/"solve problem" type. However i got kw idea from (im not proud) spying my internet caffe customers, searching for common things they search for. I don't think like regular folks, and i have difficulty browsing like them. Sure CPC is terrible compared to US , but i already have clear plan how to monetize it, i wont be sending my visitors anywhere else, so CPC means nothing. Organic competition seems weak too, there is web 2.0 site on 1st page!
