Hi, is there a keyword tool that has lifetime payment plans or cheap monthly plans?

That is in no way affordable according to OP’s budget!

You should try keysearch! I’ve used it and it’s a good tool and has the best user-experience imo.
The owner has a BST here and you can get the basic plan for 12$ a month. Doesn’t get cheaper than that!
 
But Google keyword tool shows only single words, how do you generate similar words and export?
 
There is an option on g keyword planner that allows you to key in 1 keyword, and then the tool will auto generate other related keywords for the 1 keyword that you have entered earlier.
In some circumstances, you may need to have an active campaign to have full access - maybe you can get the account verified (by making the $1 payment), and once verified and with a campaign started and stopped, you should have access to their services thereafter.
