Just published new website with 26000 pages indexed what’s next?

I just published a new mass location pages website with SEOPageCreator. The website is related to Rehab Centers. I created 26000 pages and all of them have been indexed by Google. Although GSC shows all pages are indexed by none of them is ranking. Now I would like to rank these pages. Please suggest me what should I do?
Right now the pages are on 2nd or 3rd page in SERP.

Please guide me what should I do next and how to build quality backlinks?
Please recommend if there are any paid websites where I can buy high quality backlinks.

I don't think Google allows ranking such type of pages like before.

Its futile to even try something like this.

See what backlinks your competitors have with Ahrefs and semrush and try to build the same links as them.

I would say make some on page and link building based on your competitors analysis.
