Just got scammed

Next time you have to sell it as a digital download or digital services. You will win any dispute with purchases like this. It has to be sold as such.
 
I do not understand. If he deleted all info from the instagram account, does that mean he lost all followers? So what does he got?
 
he will not get a refund. paypal will hold your money now for 30 days max. Tell them it was a virtual item you sold. There is no buyer protection for digital items. As soon as paypal knows that this has been a virtual item they won't refund him.
Also doing a chargeback via his bank/cc only would work if he did not pay with pp credit.

This is right. Anytime somebody files a claim, buyer or seller, the money is held so that hopefully the two of you can work it out within a certain timeframe, usually 30 days. If they can't prove their claim, PP will give you your money back. Good thing you did everything thru egay.
 
It does not matter if he deleted everything from the account. This is called an attempted buyer fraud method
but the idiot does not know PayPal does not protect buyers in the case of virtual goods. Only way he could win
is if you did the transaction without stating it was virtual goods.

This is also right. Virtual goods are not protected for the buyer.

I am sorry for your loss :(. If this happened to me, I would find their FB account(if I could). After I found their FB account I would let me them know that you would add XXXXX amount of fake likes to their account. This would make their account useless, due to their decreased reach.

Secondly, if you really wanted to hurt them. If you could link them to a website they own, you could use the "Traffic Twitter v3" to send false traffic to their website and get their website Adsense banned.

That's what he has done, I tried explaining to Paypal everything and saying that I can provide proof etc. So I'm waiting for their response, also is it a real person who works at paypal who looks at the report or is like a computer?

Paypal offers no protection for intangible goods. It goes for buyers and sellers. If he paid with his paypal account, you'd win. But since he did it with his bank / CC, you're going to lose. The only proof they care about is tracking information. Nothing else will help unfortunately.

Typlo is correct, I have been down this road before. You will loose the paypal battle. Take an offensive route; scammers should be prosecuted.
 
You should call to Paypal and talk them about this. They will help you. Or you can open claims

30 DAYS?!? If the 30 days is over will they give it to me or him, and also I told them it was an instagram account but didn't say virtual item:/ And I said that if they needed more proof that the money belonged to me, then they can message me and ask.. How do I add more information?

30 days is the maximum it can take until a case has to be closed .... normally, if you provide everything it will be of course faster. you did not say it is a virtual item, but an instagram account ALWAYS is a virtual item, just like a facebook/ebay/spotify account, this never can be anything physical ....
you sold it on ebay, so this is proof enough the money belongs to you .... also pp does not check/need to check if the item really has been sent after you marked it as shipped, because there is no tracking available, it was sent via email. And for virtual items, you even could have sent him wrong login details and he would NOT get back his money. They would not check and try to login, as they just do not care .... virtual items are not supported by pp, so you will definitely get your money back.
