Going 4 miles more than a speeding ticket is not driving like an idiot, its an idiotic rules I would say. I see no problem going very slow where there's a school around and similar places, but I really see no reason of 25 miles speed limit to be everywhere. Not asking for 60, but 35 was good. Instead of improving whole road system it was decided to lower limit, put cameras that bring additional cash and fuck taxpayers once again. The aim is not to keep you safe, but to get your money.
Instead of lowering speed limits and let cops to act like thugs, you could replace them with speed cameras, like in UK and have them where they really needed - fighting criminals with guns. In UK speed limits are somewhat higher than US and people drive like educated.
Also in UK cameras are big an orange and there's a ruler stripes on the road to show you that this certain part of the road is where you have be extremely careful and drive slowly, while in US all cameras are invisible, also most of the time malfunctioning and giving tickers to every car that passes.

At 35mph you're 70% more likely to kill a child than driving at 30mph.
It's 30 for a reason.
