If I recall correctly based on a screenshot I saw a member take of that page, new members can't see the Jr. VIP option or price until they meet the post count and account age requirements.

seem missed that , i think also Europe based members need to pay extra VAT fee (don't ask me what is VAT honestly i don't know ! ) ...

Value added tax. Used to be called purchase tax.
