This guy is a clown. Either he spreads pure misinformation or he has no idea what he is talking about. It's the same bullshit when their crawling was completely broken (still broken now), webmasters tweeted to him and all he said was "well, it's your own fault then, your website is low quality" even tho it was clearly on Google.
Google is basically stealing content from webmasters and now this guy is coming along and saying "AI-generated content is spam", sure, the thief only wants to steal original content.
but hey, maybe Google can just "sHaDoW bAn" these guys with their absolute intransparent AI algorithm clowns
