I don't think content alone is the issue, at least the article is talking about ranking a site not necessarily talking about affiliate marketing etc.Well, that is the absolute hard truth that many fail to understand.
Unless you are a native English speaker and/or have money to invest in quality writers, chances are, you won't succeed with affiliate sites.
Better put that energy developing a site for your local market if that is the case.
It doesn't matter if you're a native English speaker or not. Your grammar does not determine if you'll rank. If you want to confirm if this is true, spine some garbage content in any niche of your choice, post it on a Google sites page, get it indexed and send some links(GSA blast etc). Give it some months, check the result.
While this won't work in every niche, try targeting low competition keywords and see for yourself.
