The problem is that what you think is good internal linking, may not be. You need to really control your internal linking well. Look at Website Silo Structures. If you have a related posts widget on all your posts or pages or if you have category/archive links on all your posts and pages your site is going to have a harder time ranking in the current algo.

The Penguin update was not what the SEO community currently thinks it was.

It was not just about anchor text percentages. The Penguin algo in combination with the other algos theyve rolled out, fundamentally changed Google in 2012.

Its like Google is a totally different search engine now. You have to forget what you think you know about SEO and ranking sites and you have to start looking deeper at how successfully ranking sites are doing it.

I dont know what your site looks like. I dont know what kind of backlinks are going to it. But I do know that if you have poorly written content on pages with no/bad meta info, this is going to be a problem with the current algo. Also if you have backlinks on pages like this, you are going to have problems with ranking in this current algo.

People on here sell them. Sape is a network, you buy pr 1 - 5 links from them. Due to the network being Russian, it is a lot easier to purchase links from here. You would pay on average $100 a month for 100 links. The links are hired so if you stop paying $100 you loose your 100 links. A lot of people have said they work wonders at the moment. No tried them myself yet, but it is something I intend on doing soon.

Can you tell what type of tier1, tier2 and tier3 links are you making?

For tier1, you should have links from guest posting, blog posting and blog rolls.
These type of links are hard to get and have high seo points thats why G is against on using blog networks...
Links from free blog sites gives small seo points but they can still help you rank..
Make sure to check your tier1 always if links still exist..
Links with low stick rate is not good for your link profile...

What happen to your site is when G update your link profile, it notice an increase of backlinks and there is an increase on ranks..

After few days, G recalculate and check your link profile. Probably it saw that your links are not that good..

To be able to compete this days, you need a lot of seo resources..

No, after blog network take down in April 2012 by big G I will not like to prefer to get any paid links or links from any blog networks. It can be more risky.

I hired some BHW service for Tier1 Manually created links and they still live as required. I donot think that my web 2.0s are getting deleted is the issue saying since i am having good links keep live rate as well.

Tier 1 - High PR Web 2.0
Tier 2 - Low PR Web 2.0 of SENUKEX
Tier 3 - Article Dirs, Pligg Bookmarks, Wikis etc.

Will bhw member give their valuable suggestions of how to maintain good ranks after having pyramid completed.

Is there anybody else too facing similar google dance and then ranking down issue after a link pyramid made on money site?
