It is better to begin learning how to install and use Wordpress on your Windows-based PC first. It is almost same as installing and using it on a (Linux based) web hosting package.

Once properly installed, you can add plugins, etc. to the dummy WP site. Add some Categories, Pages, Posts. Then find some more information on other Admin page items.

Those are just a few of the basic "courses" you can go through. Then you can learn advance concepts like creating wordpress site with coding using Dreamweaver and/or Photoshop, etc. There are many good applications like Artisteer which can create good-looking WP sites (and many others CMS's like Joomla, etc.) without writing a line of code, simply using their advanced GUIs!
At the same time, you can learn how to market your creation, first to your friends, then to merchants locally, then globally using online marketplaces like Guru.com, freelancer.com, odex, etc. as a freelancer (solo or with a team of coders/developers/marketers... At that stage, to really take off and make a name for yourself, you will need to acquire expertise in many of the above departments, and also should have a good portfolio, and of course have good marketing and presentation skills, among lot of other skills.
