Create manual web2.0s, add content, build tier 2 and 3 links and let them age, then add your links. Alternatively, just buy expired domains and create your PBN.

Yes, tiered link building is still a good strategy. Tiered links take some time to pass link juice to your money site but once it gets then you will see some effective results from that.
Make sure about the content quality as well as the quality of links which you are using for your site.

Tired links are always important, either you do tired links or get link from powerful site.
If you can't get it, MAKE IT.
You're more powerful if your network has power. Ofcourse Its better to know just few influencer personally than million of insects. Its all about power game.

Can someone kindly explain what web 2.0 means? I've googled and get the traditional definition. Then I added 'seo' to my search and get a lot of sites that talk about it but nobody says what does the 'web 2.0' actually mean? Is there a 'web 1.0' for seo I'm unaware of?

You basically create a bunch of blogs that link to your site. Unique and well written content are needed (IMO) if they point directly to your site.

Another question about TLB. Is it possible to integrate TLB with a PBN? Type configure the blog network as the main site, a T1 with web 2.0 with high PA (obtained from web 2 expired) and T2 and T3 worked with the GSA. Did I think this strategy right?

You could of course do that, but many people build PBNs just because those expired domains already have links, and you can then forget about building tiers (those domains already have tiers). What would be a better use of your time, to build tiers to your PBN sites or to just build more PBN sites?
