Is this what they call Google dancing?

It's been 2 months I started this site. Purchased a diversity link building package from BHW a month ago to diversify anchor text as much as possible before building PBN links.

I've been tracking the rankings from almost 2 months and they were never stable. Sometimes they jump 15 places up and the very next day they drop down lower than initial rankings, when this happens I open WMT to check if there's any penalty message. But no, there's nothing.

Can someone let me know what's the reason for this unstable rankings? and what can I do to make them stable?

Yes that's the dance. It happens when you pump link juice to a new site or a lot of juice all at once. I've never found a way around it. Just build quality links over time. Your website is in it's infancy. It's important to avoid any spam/risky links to your money site during this time.

Thanks for the info man. I've sent some PBN links a couple of days ago. Hope I'll see some positive jumps when they get indexed.

Another part is to test you as an SEO to see how you react to the change (link removal). Google dance goes hand in hand with Ranking Documents algorithm.
