There's this site that's ranking on the first page which doesn't make sense. The website has low backlinks, SEO metrics, and is ranking with websites like PCmag and wirecutter. That being said, the content seems well written and SEO optimized for main and secondary KW's.

- Is this clear indication of PBN and is it even worth trying to compete with such a website?

More than likely, yes.

Since sources such as PCMag and Wirecutter are highly cited, linked-to sources - I'm sure the site you're referencing isn't "competing" with only quality content.

Almost 100% a well hidden PBN.

Try to identify some of their longer-tail keyword rich anchor texts. It is highly likely they are using it as anchor(s) on their PBN

Then, search for them in Google with brackets " ". Like:

"long tail anchor here"

Some of the results that pop up will be part of the network, if you chose the rich search term.

What is the keyword competition level? Do you check the website thoroughly? Do you check on tools of ranking history? How many days the site is ranking for or still ranking on SERP page?

There are more than 200 factors for ranking. So it's tough to say in short time with little information.
 
They're probably also blocking ahrefs and majestic crawlers so you can't find their links.

Wait, is that an actual strategy? Blocking specific backlink tools from crawling your site? Ahref's publishes how to stop their crawler from indexing you, but other then cloaking your backlinks from people like us, why would you want to do that?

You need to watch this website more of 1-2 weeks. Do not focus on just one competitor you need to make an analysis of the whole competition :)

yeah I did and the first page SERPS were very difficult, which is why I had to ask about this one website. This one website is ranking for KW's even though its metrics are way worse than mine, which is super annoying. But its not possible to track PBNs right? So I should aim for other KWs for now.
