All that I see is the number of backlinks and referring domains/ips.. It would be hard to tell unless we had some idea on the quality of backlinks. Does it have lots of incoming links? Yes. That makes me think it's likely a spammy domain with poor quality links. Give us more details about where those links are coming from and we can know more as to whether it's worth developing or not...

It has zero traffic, have you also checked anchors etc ?

Run it through Wayback Machine to double check the history too.

seems like spammy as showing ZERO traffic, only backlinks is not gonna help you, whats the anchor + how many organic keywords ranking etc.....

As they said, the backlinks are not everything, specially if they come from sh*tty sources.

Have you checked the page and the domain authority? They are calculated on more relevant factors and they will give you a better hint about your domain value.

not worth anything - 0 traffic and likely very bad backlinks
