Is this domain legit?

How do I know if Google hasn't penalized it?
 
Also no doubt it’s already been spammed to f and penalised.

From the name only you can see it's an abysmal spam hive. Anything with word "Outlet" is most likely sheer spam. You should really do some homework on how to check the domains. Even my cats would recognize this one is a pure spam.

Noted, although the name itself isn't the issue right? From my understanding, it's a spam domain if it's content and/or it's backlinks are spam.
 
This isn't even a domain name, it's a subdomain.

Correct, but in this exact scenario, name is where the spam check of this domain ends.

Of course, the name itself is an issue. It includes a trademarked brand name, so you will surely get a C&D letter sooner or later. If it will be a real issue for you then depends if you are in the US and whether you continue the use.

Point taken (although it's not my domain). I was just asking to see what your guys' opinion is to have a backlink from that site. Its TF and DA is crazy.

You've been here for 9 years mate, recognizing whether the domain has been abused or not is a common sense and a bit of IM experience.

It's obvious to me it's spam, by a) the name, b) the amazing metrics yet zero traffic, c) the crap content, d) the cheap price that posts are being sold for, etc...

I just wanted to know whether there's a definite way of knowing if Google has penalized a site.

There isn't a definite way besides putting it into GWT. That's what allows me to actually make money by selling domains. :)
 
A trademarked brand name (from a large commonly counterfeited and spammed brand), with BOTH of the words "outlet" and "online" tacked onto the end all slapped onto an obscure domain extension pretty much no one has ever seen? (Seriously, I just Google'd to see other sites on .us.org and like 75% of the ones that came up on the first couple of pages were junk sites like this one.)

Is it theoretically possible to build a legit .us.org website - sure. But put all those pieces together and take a guess at why no one had to even look at the backlink profile to decide they should stay away from this domain.
