I need to make an animation video with a budget of about 30 dollars. Do you know what website has cheap freelancers for this, or any general recommendation?
or also for another, do you recommend me to use the marketplace of the forum or any seller in particular?

You might find someone on Fiverr who can do it. You'll probably have to take a risk on someone without feedback though. That doesn't mean they won't be good. What kind of animation are you looking for though? If you're looking for a logo reveal animation or something like that, you might actually be able to get one much cheaper than that if it isn't too complex/custom.

Well if money is on the table for this work, skip the $30 and offer them a part of the net profits the project makes.

If you are going in cheap, go with an offer that ties them into the project (but first make sure they find it fun and interesting).
