You are miles off with this, seo is not a game of $xxxx it's a game of $xxxxx. I see you posting for discounts on $400 packages save yourself the wasted time and money. This isn't going to help, in fact long term I'd bet it will do more bad than good.
On one of my projects at the moment I would expect the cost if I had contracted an agency to be around $30,000 or $40,000 right now (money spent + time + content + website).
Last week the traffic value hit $1200 on Ahrefs which is a pretty fair evaluation of it's current value after 6 months of hard work. Now I expect that to rise quickly soon but my points this. That is me putting my all into something I love, with all profits coming to my own pocket. No one will give you anything but work for your money unless you are paying big.
Here's the best advice you'll ever get.
If you want to earn money and generate leads from google spend two months getting a basic grasp of seo principals. Then you can contract an seo with proven results and ask for a clear breakdown of what you are getting for your money every week. If you understand seo then you are in control of your own destiny and you'll know if you are getting fair work for fair pay.
If you can't be bothered to do that, hire a consultant that you can trust which is another minefield if you know nothing.
Neither I nor 2 people who work for me own any business or sites...We help to manage a few sites and certain business related issues. We are not SEOs,but we have a general understanding of it,especially when it comes to graphics, design and on-page optimization. And for low, low-med competition keywords we've been managing to get some pages of wesites to page 1 or 2 without any links, just by optimization and great content. 60% of our clients know nothing about the web, leads all the stuff you mentioned which is mostly related to affiliate marketing sites, ad-words and similar. 60% of our clients are small stores/businesses who don't really cater to online folks yet want to have a web presence for various reasons Again, completely different niche and even target audience.
so what would that be? ranks up or your money back? generally speaking there are NO such guarantees as far as I know, as SEO is not (and cannot be) a "certain" business.Are there any SEO companies that can either guarantee improvements
Yes this exists, it is like a type of profit sharing scheme, few people do that.where we pay for performance. If a website is climbing up every month, we would be happy to pay for that month.

The thing is, Google updates its algorhythms every so often, single update can cause drop in so many SERPs. I run a handful of websites myself (~30 in the same niche + many others) and once you find that working formula for one site, you realise that it does not work for the other websites.
I can't expect, say, an owner of a bakery to learn how to do web design and link building. Expecting that from them is nonsense. At the very least some small businesses/start ups may hire a web designer with knowledge of SEO to build the site and run it. We are in niches with business owners who are in their 50s who barely know how to use a web browser, lol.

mate, you are not only one who wasted $$$ on SEO filling pockets to some sellers who promise quality and in the end nothing good. You depend on luck and many things. You can buy top guest posts spend thousands and no guarantee you will rank.. on the other side someone might rank keywords with GSA spam. In general this industry is crazy because nobody can guarantee nothing thats how it is, but we cant say its real scam because if you buy forum profiles and seller deliver you he done his job, if you will rank or not nobody know. That is why adwords is there, you pay and you get traffic you are guaranteed to get clicks for your money. If you know to do things correctly in PPC, you will be more than happy..
On BHW you have 5% good sellers where you can expect some results from their links..
