IS THERE ANY ADVERTSIDING PLATFORM THAT ISN'T A SCAM ?

Hi, anytime I want to create an account in for example LEADBOLT or OUTBRAIN I search for reviews on google and I see people saying it is a scam and it's the same thing for every mobile advertising platform, Now the question is ... IS THERE ANY MOBILE ADVERTISING PLATFORM THAT ISN'T A SCAM ? because it drives me crazy because I feel like all adverising platforms are scam !

these are some of the biggest ad platforms around.
but if you dig im sure you will still find people calling these sites a scam. without detailed explanation you can typically chalk it up to those people failing to make successful campaigns/getting suspended for breaking the rules. for example look @ the lounge and you'll find noobs calling crakrevenue a scam every other week because they got suspended for breaking the rules.
