I want to get a Instagram handle that is taken because it is just my name without anything else. Is there anyway to obtain that?

Yes there is a way,there are services which will give you inactive instagram usernames, but they aren't cheap, I know some marketplace or website which provide this service.

Yep, it can be done through a media partner. Costs range anywhere between $3k for non-generic, 6L+ handles to as much as $30-$50k for generic, highly-brandable usernames (last I heard @drip was bought for like $25k).
