I have a list of URLs/domains that I want to get links from.

Is there a service where I could give them this list and they would do all the outreach for me to acquire the links for me?

Why you cant do this for yourself ? although its a very easy way dude.
If the list is under hundred sites then I'll recommend you to just signup to the tools like mailshake, Gmass and MailChimp using their free trials and start outreaching. You can ask more in the comment.

A link-building service would be beneficial if you are flexible with the domains (and have broad criteria). But if you have the list of specific domains you want links from, then the best way out is to do the outreach yourself.

It looks scary and complicated only from the outside. All you have to do is set up a Gmail account, and start sending the same message "Hi, do you provide guest posts and link insertions? If so, please provide your terms and pricing.". It's as simple as that. No need to craft a unique, enticing message for every webmaster. That's because over time I've realized that there are only two types of webmasters: those who provide guest posts and those who don't.

While there is a very small percentage of webmasters who would be convinced by a unique pitch (who usually don't provide guest posts to everyone). But it's not worth wasting your time going after those, so it's best to send 1 generic message to every webmaster.

Send no more than 30 emails a day from 1 gmail account. (and send them manually so there's a few seconds/minutes of gap between multiple emails.) When starting out with a fresh Gmail account, start from 5 emails a day and add 5 additional every day till you reach 30/day.

Why not domain emails?
I started out with just Gmail for outreaching for my own site. Because it's a lot simpler and easy to manage. And the convenience is worth losing out on 1 or 2 webmasters who MAY Not respond looking at a gmail sender account.

But over time I've shifted to domain-based accounts when doing outreach for my agency (looks more professional and webmasters take you more seriously).

I think you should outreach them by yourself. It won't take too much time.
