Is the target more important than the content?

I know many ppl meet a problem with being approved by FB while setting camp. There are 2 things common, target or content? Which one do you have problem with and... in ads on Facebook, is the target more important than the content?

In my opinion, both are equally important.
If you know who is your target audience then you will create content for them and content quality will be improved over time.
Same if you already created some content (of course you created it for a purpose) so you better know whom to target.
 
ı argue that the goal is more important, if a good goal cannot be set, it will not be possible to create content.
 
I think both are important. but content is King ^^!

Both content and objective are important in advertising, if one of them is present, advertising will be highly effective.

Let's forget about FB and tech

If you're selling something in the real world, you'll try to only speak with the people who might be interested (target) and you'll say(content) only things that will help them decide to take action(goal).
 
both are important, know your target audience so you can generate content for them you should also add quality how good is the content and well receive will be for that specific audience you are targetting.

i think both are important, content is important to attract customer and you need comply with Facebook's policies to avoid being banned, setting target also important because accurately identify your customer files to get good result for campaign
 
Objective and content are both important. But content will directly affect customers, it determines whether customers want to use and buy your product.
 
I choose the objective because the content is usually not too important. When you choose a better target, there will be a large number of distributions
