i wonder how much traffic for mp3 websites right now?
what is the best cpm network for this niche?

I don't think so, people these are streaming music from youtube rather than downloading it from any website. I personally not downloading any songs for 2-3 years. So I think the traffic has decreased in the mp3 downloading website industry.

There are so many websites live with mp3 songs. They must be making profit. But if you want to earn from this, you will have to spend few months learning everything.

Two years ago I was running such a site myself. I was getting a few thousand visitors per day quite quickly without any SEO whatsoever

Yes just look up tubify mp3 and the traffic it gets for those keywords monthly. Should give you an idea

don't know, in my country it is very rarely to get claims DMCA such as mp3 websites.
