Ok now I should invest more money in lists?
besides buying some good lists .. What else do you suggest?
Turn the tools off and learn manual SEO first before you trash everything

You could build your own list, I published these posts on how to do it in a number of different setups.
In my opinion, SER definitely took a hit with Penguin 4. The vast majority of my experience with it comes from 2014-current day. The Penguin 3 rollout was in October 2014 and there was no other refresh of the algo until Penguin 4 in September 2016 that made the algo real time rather than relying on set refreshes to knock stuff out of the SERPs. I looks as if the real time algo catches SERs links quickly and stops much happening with them.
I have a bunch of tests going with SER now but nothing is behaving as it used to with it. I had a few pages/sites have an initial climb but they seem to have crashed again now. My current plan is to give it a couple more month to see how all these tests go and if I cant get something off the ground with it then i'm dropping it.

This thread just shows how a lot of people blame the tool for not doing the job, some people kill themselves with a gun and other people save an entire nation with the same guns.
OP if I were you I would just watch as many Youtube videos about GSA SER setup, spend the entire week watching and reading as much as you can about this tool, so at least you can understand how it works, don't follow the setup itself because most of these videos are 1 or 2 years old.
Another thing, apparently you don't know much of SEO if you are still talking about PR...You are not going anywhere with GSA if you don't understand at least the basics of (onpage, Anchor text percentage, ********, nofollow, contextual, what google considers relevant? title? content? alt tag ? etc..... ).
Learn how to rank 1 website first them try to automate the process by using GSA, right now you can stop and see what is working for others without spending a single dime, so at least you have a plan.

I believe I should only use it for Tier2 links.
I am already building Tier1 links through white hat techniques anyway (Unique content & Good Social Media)
It's just I am new to all this auto links submission software & so..
That's the main reason I am giving it a few month as I have some tests going where I use it as T2/T3 only.

I was kind of wondering this myself. Why aren`t gsa creators figure out some newer stats to base their backlinks on.. seeing that PR is dead for so long..it's GSA who's talking about PR not me

There are a number of ways to simulate PR within the tool using other metrics if you configure it correctly. As the OP said, he is new to automation so probably has not set any of these up.
OP if you are dead set on building higher quality backlinks with SER then this post may help but it takes time and costs a fair bit so might not be a good idea until you are familiar with the tool and how to set it up.

I understand that, but why not use some newer metrics from the box?
Why should we have 1000 settings done and the program can`t just look for a few newer metrics than PR ?

This is one for the GSA team but I'm guessing its because you need paid subscriptions to pull large amounts of data from Moz, Majestic and AHrefs. It supports TIC directly out of the box as its the only free metric available with unlimited data pulls to my knowledge.

Hardly anyone uses GSA directly on their website. Stick to some high quality tier 1 articles and then maybe blast those with GSA.

pr is not need, you have some outdated thoughts. people are doing very good without it.
@Shaunm imo its still working. maybe your projects are not doing too good because it takes longer for a link juice to kick in, which makes process of whole tiered structure much slower.
tier 2 needs month at least for T3 juice to come, not sure how long till it goesfrom T3 to T1 and MS. but if they have made everything slower then thats effective for gsa as most domains are not registered for next years and die in couple months.
@Shaunm are you focusing on platforms that have big OBL and couple tiers under them? eg guestpost/blogcomment. thats also risky if anyone has access to it lol
however blogcomment holds so much link juice (people bulid tiers under it) that maybe it would be good to use it as tier 4/5/6 = it shouldnt affect negatively MS and tier 1
@OP
you need to:
1. get rid of uncontextual platforms
2. get rid of chinese korea platforms that appear as contextual
3. set lang filters so u dont post on porn sites and korean/cyrylic sites etc
