Is PayPal affected by proxy or VPN?

Hi, I want to buy some SEO tools as (Scrapebox) and these websites only deal with PayPal payment method,
But I'm from Egypt and my country is not indexed in PayPal service. So Can I use Proxy for Making account And Buying
by PayPal Using my credit card?
Can any one help even if there is another way to do that?

yeah,you may use Proxy for Making account And Buying
by PayPal Using you credit card,but you had better login into the paypal account use the same ip,if not ,you account may be ban soon
 
Kokotea, It's possible...I had a ppal account (SouthAmerica) associated with my credit card (Spain) and I had no problems to buy things, the only problem was to withdrawn funds. If you live in SouthAmerica Paypal will let you withdraw your funds to an american bank account!! HideMyAss VPN solved the problem :)
 
Not all proxies work with paypal. I have only had success with high quality socks5 and some c class IP's. Try different ones and see if paypal doesnt block you.
 
i wouldnt, each time i use a new ip you get flagged and ghave to call in to re-validate the acc. Just my 02.
 
True, if you use proxies and your IP changes each time you connect, which means your account will get flagged, but VPN services like HydeMyAss VPN has a pool of address from different countries...so you always connect to the same country and IP. I also noticed that before getting into paypal you should verify that you are indeed connected to the country it says you are in, because sometimes you are not!
 
You need to make sure you signup for a Proxy / VPN service that gives you dedicated private static IP. Most of the providers will swap/share the IPs. So double check with them to ensure the IP is private and static and can be used even for a year.

The moment you login from a different IP (especially from a different country IP), paypal will flag your account and will limit it for verification.
 
Yeah your going to need to make sure if you use a proxy that it is high quality
and totally not shared. Because it is a very picky system to work with.
Never use shared proxies for anything important. Shared is great for some
marketing strategies.
 
Bad idea, way too risky to get your funds locked/limited.

Try contacting the seller and ask them whether you can buy with a CC through some other means (or even Western Union, they might accept).

every time I used a VPN to access my legit pay pal account I had to call and spend 30 minutes reactivating my account.
 
they automatically choose your country but mine (Egypt) is also not indexed.
 
Every attempt login to PayPal account using VPN gives you a pretty red flag. ( Most of customers also will receive a call or confirm location limitation ) If you will do only one small suspicious thing to PayPal then red flag will turn to sucking limitation.
 
I've been using HMA VPN for almost 4 months and I haven't had any issue, well just one, and it was because I was connected to other country lol, but I was able to unblock my account...since then I'm carefull and double check that I'm connected to the same server I always use for ppl and no problem. Just my experience, I guess I will check the ppl business acount as suggested :)
 
The answer is, it depends.
You don't specifically need a static IP, just use a VPN that isn't extremely well known and that only has access to a handful of IP's. I am currently travelling in Asia and using a VPN from a Swedish company that has a huge pool of IP's. It works great. I do reckon I could encounter difficulties if I use a US IP one day, Asian (by mistake) the other day, then Swedish the third day.
 
will tor work with paypal? and does anyone know if you can use same ip over and over again in tor?
